Well, you could set avataratate modifier to 1x and disable all potion effects. It would gives togglebles but not empowered bending

Bubble particles can only appear in water, not in air If you spawn them on land they will not appear/be invisible. it's mojangs lazy way of doing things

No. The player would just kill himself till he gets the element he wants. Also switching sides every 5 minutes in pvp is just very annoying
