We've seen Bolin bend Obsidian before. He cooled his lava disc down, then picked it up (While still cooled) and reheated it (seen in Book 4 Finale). Setting Looking Into.

It's pretty reasonable to say that we have seen Sandbenders create "twisters" before. Because of how comparable the style is to Airbending, I have decided to set this Looking Into.
