That's something to do with BendingEssentials then. Look through the thread for BE and see if there's any documentation on it. If not, message the author.

ProjectKorra does work with 1.11.2. By default users will be able to choose their elements for the first time. Do they have the bending.command.rechoose permission to rechoose their elements?

Does it give the appropriate elements and subelements if you just do /bending choose, because it may be an issue with BendingEssentials.

Are there any errors in the console when you try to use the ability? Also confirm the user has permission to icebending, and their bending isn't toggled.

Does it not work with PhaseChange ice, or all ice (naturally spawned ice). I believe this is an issue with TempBlocks.

It's an issue with the plugin, so at the moment it won't show up.

Ignore what Arch said, bending.fire is a permission node :) By default users will have access to certain permissions, such as binding abilities, choosing an element, etc.
