I don't have a problem with the time. I mainly just have an issue with how long it takes to start up the WaterWave and how long it takes to stop. I'll probably end up just making another suggestion thread though.

For abilities like Surge, I think the reaches for both the shield and wave version should be the same. It's not like it's being bent in a different way. This would apply to all moves like this (I'm way to tired to think of all of them right now)
