It was possible in orion's plugin, but it's not anymore.

I think ti should just happen when you get the potion effect in you, so you could use /effect too.

Read the suggestion again, cause you didn't understand it... Also, you can turn off potion particles with a new string in the command. /effect {effect} {duration} {amplifier} {HideParticles:true/false}

I still think about waterarms being made sometimes. I think, it WOULD be possible, but it would unbalance the plugin. It would be too much work for a community move, so I don't think it's going to happen.
