Config control over Potion Effects availability

Added control of whether the ability would give Potion Effects in config.

Added some lil potion effects to the target which's hit.

Added some potion effects to be applied to each target which is hit by the projectile of the ability.

The potion effects include a short time of ambient Blindness and Nausea.
