Ability now actually deals damage

Ability didn't do damage before, but now it does! Yay!

Damage now configurable

Damage wasn't configurable, it will now appear in the config file.

Improved Lightning Arc equation.

Improved the Arc of the Lightning so the effect looks a lot more like electricity.

Description/Instructions now work

Description/Instructions were showing up as null. This has been fixed.
