This subject was highly debated whenever its subject was mentioned, so maybe we better off having it for RPG plugin?
A waterbender would sneak on a pool with phasechange selected to create this effect. The Steam/Mist/Fog can be elimated by a waterbending sneaking again or waiting for its duration until it can clear out. It's size will depend of the width and depth of water, but it will always correspond based off the freeze Radius value from the config settings. A waterbender can manipulate and shape it whole into a torrent, surge or watermanipulation construct. It can be utilized to conceal objects and beings, or freeze them via phasechange left click.
Examples:
- Incorperating Surge one can shoot the fog away and conceal those it reaches while sending it away from the originate location. Left Clicking it when it comes into contact while its wake will then freeze the entities.
- With torrent: letting go (via release sneak) of the mist stream will then send it outward from the player; left clicking would then blast it away and when hit will deal blindnesss effect to target: double left clicking would then obviously freeze them.
- Watermanipulation would just turn a puff of it into water and will be fired like normally/standard projectile.
