Of course they can, but it doesn't simple stop others from playing If they don't type a valid review. People will know If they are bias if not anything else. Besides, we have the rating system for addons and nobody abused it, such as for a reason of not liking the creator of the ability from personal reasons.

People do abuse it lol I've seen it myself

theres no "may" abuse it, people already do through minecraft server lists.
but it shows the more active servers with more players that are willing to vote.

people wouldn't vote for a server they don't play on, correct?
they have to have some mild interest in the server.
