Complete Bloodbending config to only work during a full moon.

Hello everyone,

While there is a config to change Water Bender's strength during a full moon, there is NO config to only make bloodbending workable during a full moon.

I read in a previous thread that the Night only option does this, this doesn't seem to be the case.

Another user requested this a few days ago along with some other config changes. I updated the code to allow this and as long as its approved by the PK staff it should be included in the next update (or whenever the code is merged) Keep an eye on the release notes / forum announcements and it should be in the config soon.

This has been done in the more recent dev builds!
