i think it would be amazing if when someone entered the avatar state there eyes actually would show a glowing effect and if the skin were an air nomads the tattoos would glow as well but only on these specific air nomad skins do the tattoos otherwise on all skins the eyes glow.

You can't just "figure it out". It is literally impossible to make any kind of change to a persons skin through plugins, or just in general, unless it was something with the different 1.8 layered skins. And if it worked like that, everyone would have to use specific skins that had a glowing layer, and would have to manually change it. Your idea is impossible.
