Complete World guard areas

I think you should attempt to add a system by world guard that lets you set a region were you can bend and if you are not in that region it says "You can not bend here!" Such as /region flag Name Bendwater deny or allow or /region flag name Bendfire deny or allow etc this would be good for users to stop people bending in citys etc!

This is already added. Set the world guard region to build-deny, if a player cannot build then they more than likely cannot bend. This might be changed with project korra, though, I know that's how it was in the original bending.

The build flag in WorldGuard regions will enable / disabling Bending on a per region basis.
