Where do I find v1.4.0?

I found this, http://projectkorra.wikia.com/wiki/ProjectKorra_(Core)_v1.4.0 But it does not have a link to download it. It is not in latest updates, so if it is out for the public, how do you get it? Is it complete? Sorry, just had a bit of a outdated server.

Download a DEV build. 1.4.0 hasn't been released yet, those are just the updates that came in the dev builds.
