Waterspout Limit

Perhaps add a configuration option for a cooldown/time limit on waterspout?
While playing in the arena on some servers, I notice waterbenders can easily camp on a waterspout and bend just as well. When playing as certain elements, it gives a major advantage to the waterbender.

WaterWave don't have cooldown -- it is bad.

There is a Cooldown, but there isn't a configurative option to tweak it in .yml file.

I showed you all that is in the settings. There is no cooldown in the config at all.
