The Summer time is great to swim in cold water while the sun is burning you, but what happens when a Waterbender starts spamming WaterManipulation at you?

What people see:
TTsnim was slain by _TomBoy_'s WaterManipulation.

What really happened:
TTsnim was destroyed by the unlogical _TomBoy_'s WaterManipulation spam.

Well, let's prevent this from keep happening in our pools and beaches.

I suggest that, when underwater, Water techniques stop doing damage. It makes no sense you are underwater and you are damaged by another mass of water.

• WaterManipulation would do no damage if it was shot outside water and then it submerges.
• Torrent would do less damage if it was shot outside water and then it submerges. It would only cause half a heart.
• OctopusForm would do no damage.
• WaterArms, once you submerge with them, they would be destroyed. So, they won't do any damage.
• Ice moves would go underwater three blocks until they dissipate, like water has its effect on arrows. From one block it goes deeper, less half a heart it does.
• Surge would still deal its normal knockback, acting like a water stream.

Thanks for reading. I hope the Devs, even if this gets denied, notice that there is a lot of oppression around water lakes.

Waterbending has been proven to be just as effective underwater as above water. It may be angering that you have been attacked underwater by another bender, but it's also your own fault for managing to get underwater. There's no reason to debuff a element in their strongest environment.
