Fixed Water Glitch with Surge

Version: 1.5.0 BETA 13
Where the bug exists: Surge in combination with Paralyze
Description:
Surge shields will leave water behind if the user is paralyzed (rapidpunch might also do it, can't get a definite yes/no on that) while holding up the shield.
What should happen: The shield should disappear.

Thats a real glitch, a good bug of a sort :p not with Paralyze but Ik how to create a wall, when you have Your surge wall up, hold right mouse Button for about 2 sec and then release shift and then the right mouse Button :3 awsome bug, and to remove it just do another surge wall :p Lol this might not help that much but i might helped to show you Where it origins from :p
