Fixed Water Glitch With Surge and Shockwave

Where the bug exists: Surge/Shockwave
Description: When Surge ice (Not the shield form) is hit by Shockwave, water is created. Earthblast may also do it, was not able to totally confirm it.
What should happen: No water should be created.

This is a very common bug, I haven't seen a server that hasn't had this issue. This also occasionally will happen if you shoot a watermanipulation at the ice made by torrent or surge.
