[Tutorial] How to post a new Suggestion/Thread

For some reason, there are sometimes but a few people who ask this question. Probably due to that they can't find the (even thought it's quite reasonable perceptible size?... well, maybe it should be a weee-little bit bigger!). Therefor, this post is dedicated with a tutorial that directs you where to find it. (Highligted by the red arrows and squared in a hollow rectangle).

For people in the future to be able to find this they'll have to also know how to search for a certain thread... I think it's a great idea, however not sure how helpful this will be to people who are having trouble sifting through the forums.
