Fixed Surge chi-blocking glitch

  • Which plugin you are using: Project Korra (core)
  • Which version of the plugin you are using (Can be found with /bending version) 1.3.0 BETA 15
  • Where the bug exists (Is it in an ability, a command, etc) Abilities (2)
  • A detailed description of the bug you found. When I chi-block someone using Surge (shield form) it stays when they're not holding shift.
  • What should be happening instead: Surge should respect chi-blocking instead of staying there.
