Anyway I can make it where bending is chosen once and only certain benders can enter a region?

If you dont give the permission 'bending.command.rechoose' to player they cant rechoose.

As for the region thing, make seperate ranks for each element and then deny access for those groups.

Can i negate the choose permission and players can only bend with the bending.(element) perm?

I want to setup a worldguard region in which people with only the bending.(element) air permission can enter

Almost all permissions are enabled by default. Anything you don't want players to have you gotta negate (like '-bending.ability.airblast'). If you want only air benders to enter make a group for air benders and deny access to other groups. (or deny pass-through for every group and make an exception for the air group)
