I have a little question here. Does Minecraft "know" if/when we right-click at water? Per example, it can see that we right-click in water with a bottle and tgen it fills up...

Nope. It is not a physical block so it can't be interacted. That is atleast what heard. Maybe with a item right clicked would allow it, as that is what we can do with buckets.
