Suggestion Personal cooldowns

Haii ppl!

I have a server, and it's kind of a RP server. I want to make specific sub benders. Such as combustion benders, and lightning benders. But my problem is, that there is a long cooldown on combustion for example, and I don't want everyone to be able to use combustion every 3 seconds, but only that specific person. What I suggest is an option in the config which says:
CoolDownException: {Seconds}
CoolDownExceptionPlayers: {PlayerName}
This would give a specific player a shorter cooldown for a move. Just a little thing.

I actually really like the idea. I think being able to give certain players specializations (or perhaps whole groups of players using permissions) is a good idea. I'm not a huge fan of the fact that all benders are essentially equal in power no matter what, so this could perhaps be an option to change that.
In fact, maybe there should be Exception options for other stats too? (damage, range, etc.) This would all be optional for server owners, so why not?

Sounds good. This should be extended from making damage and such differ for different players too. I approve
