Description - A skilled waterbender can use water to create a dome of water.
How to use - (With water source) Click then hold shift. Small patches of water will appear in a dome around you. Click the make it into ice. click again to make it back into water.
(With rain) Hold shift while raining and small patches of water will appear in a dome around you. Click to make it into ice. Click again to make it back into water.
Effects - Blocks Watermanipulation, Earhblast,FireBlast,Combustion, and airswipe.

The point is it'd make a moving shield around you. kinda like reverse water-bubble. And make it so not only air gets to have a full body shield

I think this is somewhat useless. Like people said before, you could just freeze yourself with Surge/Torrent or use the water shield in Surge. The animation for this would be a bit glitchy as well.

A couple of things:

The shield katara made was very thin and didn't have any practical applications. I'd think it would burst into steam in contact with a fire move, and earth moves don't seem like they'd be very hindered. It was quickly transformed into an offensive move of ice spikes, however...

Here's what I think this move should do:
You take 3 or so seconds to form a dome of water particles from the rain (by holding sneak), then what you would like to use it, you click and it forms snow/ice particles and they drop to the ground. Which would cause damage and slowness to those who hit it. If you just release shift, water particles will fall to the ground.

Sorry but I have to revive this thread, because I think it wouldn't matter if I do so because recently in a few weeks a similar idea was still discussed in another thread (created by @Hero).

First off, my thought to this ability would be is to incorporate this ability as a technique into IceBullet. Water Dome and IceBullet have one thing in common - the construct, which would make sense for me for them to have the same activation triggers, than leaving one shorter and other longer to create, because again, you are creating the same object. Here are the 2 techniques that go under IceBullet Combo:
  • Micro Dome: Same way works as the current IceBullet function that we have of now, activates in the same manner;
  • Macro Dome: It is activated by the same combo sequence, except with every click you do it while your crossheir is pointing air and not at water. When the user is direct contact with the rain that is pouring down, she can create a huge hemisphere bubble that is the size of 40 blocks width and under the fullmoon influence it gets 2x bigger (at night, it gets a seconds layer only). Of course, that number could get smaller If there happens to be an obstacle that could cut of the empty space where edge of ice should connect in the area you are creating this barrier. While you didn't mention the size of it, I thought to include mine that I have took from the canon source.
Now like you said, waterbenders should have capacity to change it's state from solid to liquid and visa versa, which should be applied for micro dome variation too. Liquid Bubble could have the ability to shoot ice spears inside, demonstrated by Katara how she threaten to kill him who she nearly had could have, while the solid bubble could act like the nowadays IceBullet. However, the controls would have to be changed for exchange to create this features, because shifting to shoot out projectiles wouldn't hat pleasing to everyone I believe.

The Micro and Macro dome can be switch to water by sneaking. After it turns into water, the player must be holding sneak to keep the combo active and the water sustain without dropped. To freeze it again, left click. After that you don't have to hold sneak.

^^^^ Or Phasechange can be coded to interact with icedome to make PC-ing less complicated.
