Every ability that has a cooldown will get a new option in Config.yml, named "time" (anyone can think a better game for the concept I'm going for ?). It will hold a intergare value. It tracks on how many times can the ability be used over before actually running into a cooldown.
For exapmple, let's say the torrent's time value is set to number 2 (by default) and cooldown was 12 seconds. When a waterbender finishes sending the torrent, he can used the ability again, on a second turn without a cooldown. After using the ability on a second time, it is then put to a 12 second cooldowņ.
Don't know how to phrase this, but it just adds this tiny dynamic to the plugin. It might also be the best solver for basic move spamming, such as watermanipulation, where you want to prevent those benders from spamming it, but the cooldown alone seems wrong to have prolonged.
