Fixed Lightning not working on beta 12

Hey, lightning bugs out by charging, but either doesn't shoot at all or hits the player. This only happens if they player is not op, if they player is op, lightning functions as per normal.

If you use spigot, go to their website and downloolad their worldguard and see if that works. I had the problem in Bet 5 like 4 months ago. Thats what I did.

You could always just set it to disrespect (or whatever the word is) worldguard in the config. Solves a lot.

Let me add:

A player can still charge lightning and they even see the blue smoke that they charged it. but when released nothing happends.

Just wanted to clarify if you go to the wiki and look for the dependencies. We have a link to the worldguard version we support. Should have no problems with that version

I've tried that version, the issue still persists.
