Denied Lightning Generation and Lightning Redirection

So would i need to give each player indivitually the permission to either generate or redirect or both, or would the permission would set for them on its own?

It should be a chance thing. Like 50% can generate lightning while 48% can redirect lightning while 2% can do both. This is just based on a maximum of 10 people, so in numbers

Every 5 can generate.
Every 5 or 4.8 can redirect.
Every 1 (Because its really 0.2) can do both.

These aren't real variables, they are just examples.

Seems overly unnecessary. I feel like your trying to change lightning for a personal preference, Lightning doesn't need two binds but i do think that having seperate permission nodes would make sense.

I think it should be more a permission to generate and a permission to redirect, as there are firebenders who can do both (Iroh I, Mako)
