Knowing that by simply giving all the waterbenders to bend moisture out of thin air as a norm would just cramp the style of that bending art. (Not even gonna mention, but it also makes it overabusive/spammy).
Imo, having this move given to a few minor of unrelated players by the randomization system, I believe it would be as an acceptable standard for the pk team to put this idea into consideration.
Since RPG has introduced the Special Bender Chance, the same concept could be applied to that ability only: leaving it as a rare chance, in a form a percentage (14% maybe?), for someone to possess this move/application while as an waterbender.
These two moves could either be coded as an new introduced standalone abilities, or as an extention of the pre-existing abilities (the one's I have in mind is watermanipulation/icespike: while occupying these abilities, it will only be trigger with left-click IF the auto sourcing is enabled; select "air" as a source if its not)
The Config for it would look along the lines someway, but not literally, like this:
