Fixed icebending glitch

I have the ranks Waterbender, bloodbender and icebender on my server, and like you'd think, only icebenders get ice moves. But all water benders get the move Iceblast and i cannot remove it. I've tried to give the permission with the - in front of it, but it won't work. Please help

(P.S. I don't want to disable the move)
