How can i create a ranking system?

So i was wondering how can i make a ranking system so after you level up so much you get a new move? I don't know if this is possible but can someone help me out if i can?

You could negate all moves in a permissions system, then when they get moved to the next group there are less moves negated?

I tried this with an aut rank up system but people could farm for xp or go afk and then become a master...

Did anyone find out any new information? I have heard many people talk about group manager and the heroes plugin but I still don't know what to do, i was also considering skill trees like maybe someone can start with earth and either branch off into metal or lava. If anyone knows any information on this topic please help me out!
