Fixed Healing Waters Broken

Ever since I believe 1.7.0 was introduced, Healing Waters has worked on yourself fine. But when you try to heal others (while submerged too, they do not get healed as they are supposed to. I believe this is a bug, by the way. The server I play does not use an addon, and this is the default ability made by the plugin.

The reason I put the name was to show that you can check wether it's a default move, which it is, and you could test it out.
