Fixed Grappling Hook

Grappling hooks don't always work, Sometimes when they are clearly hooked on a block and right clicking they don't do a thing (they dont pull you), and sometimes they do it. I personally like the grappling hooks but this make's them really unreliable

That is because there is a small (10 seconds I believe) cooldown on them. Not a bug.
