Complete Grappling Hook config

It would be helpful to have a permission node, or options in the config to allow or disallow Chiblockers and/or Metal benders from using Grappling hooks.

In the config you can just disable them for all players. It is in the VERY start of the config. Lines 4-8.

      Enable: true
      IronUses: 25
      GoldUses: 50

I think a permission would be optimal, so you can use it but not have it so every player can since it's in the early developmental stages.

I am aware that one can disable them for all players, however I would like to see individual options to disable Chiblockers from using them, and Metalbenders from using them.
