Alternatives and upgrades for Fire-Jet are common. Here are my suggestion.
On top of the normal Fire-Jet, a shift feature should come into play.
If a fire-bender is knocked into the air, they may shift, which allows them to levitate in place. Similar to what Jeong-Jeong did during the Battle of Ba Sing Se, only much weaker. It would not allow movement upwards or in any other direction. If the fire-bender un-shifts, the move stops and they will fall.
This would allow for them to deal with being thrown around, and not need a passive that reduces fall damage(I made a thread of that)
Mako displayed this, but he managed to move, but I think that would be too op if implemented with my version.
