Earthbenders turn certain surfaces to quicksand to immobilize an enemy,[17] or to create a soft landing for themselves should they fall from a height. Sandbenders can also do the reverse of this, compacting sand together to create harder projectiles or a firmer grip on the ground.[18]

This would allow sandbenders to use sand based moves on land.

To activate the move, the sandbender would left click on earth and it will transform into sand. To reverse the process, they can shift in the area again.

How is it useful?

• They can use sand based moves more effectively.
• They can use it to run. (Sandbenders have a slight speed boost in the game as of 1.8)

How is it not OP?

• You cannot do any damage with PhaseChange.
• Earthbenders can still use the sand.

You completely misunderstood what that says. It doesn't say Earthbender's can turn dirt into sand, it says they can turn soft sand into hard sand so they can create harder projectiles...
