Denied Custom Flags

Is it possible to create a custom flag plugin to use with WorldGuard Custom Flags in order to divide up what is possible in specific regions? Here are some examples of what I mean:

-Disallowing all benders except waterbenders from a region
-Allowing all benders except waterbenders from a region
-Blacklisting specific abilities from a region
-Rendering firebending unusable in region but allow firebenders to enter

It may seem like a challenge considering I have no idea how far a Custom Flag plugin could be integrated with Project Korra.

You could use region permissions plugin to do this if you would want this right now.
