Config option for torrent

Dear PK members!

I like torrent I really do, I only don't like people making that much ice, so I would like a config option so it works like surge or not. the thing with surge is, if you have a new surge the old instance gets removed :)

the whole fun part about having torrent freeze is building structures made out of ice :D:D good idea to have a config option for it tho as i do see how much mess it causes
