Denied CloudBending (Not Literally)

So if a waterbender is within/in(?) below or above 4 blocks and in a cloud (the actual minecraft "cloud"), he/she can use it as a source by extracting water from it, and... You guessed it - use it for an ability. The Waterbender basically indentifies the cloud as a source by clicking on an airblock, if not it's possible to link an interaction upon clicking the cloud within the code. If possible, make it so after using the water from a cloud, the cloud would then dissapear or split into half.

Clouds are just visual items built on the client side.. There's no way for the plugin to know where the player sees clouds in the sky and they aren't actual blocks.
