With 1.9, pressing "f" should toggle on a second arm functionality that does additional stuff.
In this case we will go over Spear. After pressing that, both hands get ice in their slot.
Left and Right clicking at the same time will sent both of your tentacles frozen, dealing huge knockback and damage (it will be less of the normal spear if this mode already deals damage) to whatever it gets contact with but it won't freeze anyone or anything.
