This move is purely utility In this move it allows a earth bender to focus there will in to one place by holding shift then to charge that focus in to the ground (left click) forcing the earth to bend and churn causing a 3x3 area to have the effect of a hoe

Why not? All you're doing with a hoe is upturning the earth. I think that could easily be done with earthbending.
