Chat Names and Member's Bending

So after downloading the current dev build for PK and applying it to the server, i noticed a few issues. I'm almost certain they're both easy fixes, but I cant think of the solution. Having not changed anything in the config, player prefixes (ex. [Avatar] or colored names) are not showing up. The other problem that is occurring is firebending. Fireblast, lightning, and combustion are not working for regular members( anybody that isn't oped), yet the other abilities work fine. They have the default permissions from what I can remember, which is why I cant seem to figure this out. Your help is appreciated.

Same thing that's happening for me, should probably make this a bug report.
