(I was one of those several other players, sort of.) To answer the question you just gave, no it wouldn't be logical to restrict the combos to the avatarstate, as the avatar doesn't need to be in the avatarstate to bend multiple elements.

I would love to see that move put into the plugin, but it is most likely too much. It would take so long to code seeing as only water really has a beam type move (torrent). I get where you are coming from, but a tornado? Seems like that wouldn't work out well with torrent like water and the...
