Discharge is an addon move made by @jedk1, therefore it cannot be used in things like merging and such unless it is implemented into the plugin as a stock ability.

To make a player not able use an ability use the permission node -bending.ability.(movename)

The wiki page atm has about half the permission nodes that I put in the plugin
