As far as the show, steam has only be used to veil the user from opponents. Katara and Korra have used it multiple times, but never to cause damage.

I made a mechanism out of redstone and command blocks. They are teleported to a room full of trip wires that cause a repeating redstone signal to the commands blocks that give players bottles then teleports them into the actual arena if they're standing in the assigned area of the command...

Arenas aren't part of the plugin. I put a mechanism in the server I work in that gives players water bottles upon entering our arenas. It's up to the server staff to make that convenience.

I don't see any practical applications for this that Raise Earth and Earth Grab don't already have. Also, making is passive is prone to irritate some players considering a lot of moves already have shift commands, including Earth Grab and Raise Earth. If you plan to make it so you can use it...

Aside from the fact that this is not where to post suggestions, fire swipe is a carbon copy of another ability, something the developers are trying to avoid.

Is it possible to create a custom flag plugin to use with WorldGuard Custom Flags in order to divide up what is possible in specific regions? Here are some examples of what I mean: -Disallowing all benders except waterbenders from a region -Allowing all benders except waterbenders from a region...

I don't think it was a target point, but not exactly a redirection either, though you've got the idea. She ever-so-slightly curved the beam as she was shooting it, which would credit her to having a quick reaction time.

Considering mobility is an airbender thing, I don't think water needs it that much consisting they own ocean and river travel, already. Also, I've never seen a waterbender make a wave to travel with on land. If anything, they can skate faster on ice.
