Actually, I think by using block ID number 36, you'll get an invisible, albeit fragile, block that prevents rain from falling to the ground. These invisible blocks could slowly turn into water blocks for as long as the move is held.

It isn't a debuff because you currently can't bend water from trees. Debuff would be removing a feature that's already in the plugin.

Sir. What you said applies to every sub-element. You don't bend the plant, you bend the water in it. You don't bend the blood, you bend the water composition within a body... and don't get me started on people that use the word 'icebending'.
