Not necessary really. The reason RaiseEarth and Surge become larger is because thats the only way to empower them.

All moves already are stronger in the Avatar State, whether it is noticeable or not. Lightning, for example, is a one shot kill! In the configuration file, there is an option under Avatar State which is something like "power-factor". That controls how much stronger moves are in the AS!

If you want boss mobs that drop rewards, get a plugin that does that. It makes no sense to include boss mobs in bending.
