Plus, isn't there rules to probending? Server owners can easily make rules about probending and limit an airbender's power in an arena.

To be honest, betting seems like an interesting idea. However, depending on the Economy plugin really isn't "flexible" in my eyes. You should be able to bet other items instead of strictly only winning/losing money. Otherwise. great idea. :D

You wouldn't need command blocks, that would just ruin the purpose of actually coding it. To my knowledge, you can spawn entities with Spigot/Bukkit, and execute some methods at their position. The command block part didn't make sense. Otherwise, it could possibly be done.

Oh nice. At least we're getting a massive surge(pun intended ;]) of bloodbending moves. Is there a config that will allow you to set how long an entity will be frozen?
