    I tried making water arms from experience. Not impossible, just requires some actual effort. The version i made was ok besides a tad bit glitchy animation

    It already is a mod, called the avatar the last blockbender. While that is unofficial and unrelated to ProjectKorra, I do not see any forge coders on the staff. But they plan to have it as one sometime.
