Like Meskenas-Chi_Blockeris said, blocks and particles are two different things. Meaning the outcome can be different from eachother.

I don't think It's possible to make particles visible to only a specific player. I'm not entirely sure, though. I also don't think it's a big deal either if they can see it or not, for benders have been bending this way for a long time now.

So it can show that she is, in fact, armless. Even if she was armless, and decided to "cut" her short sleeves off... yeah that would make sense... I don't see the point on why she would need to remove them. The character would not just look armless but also very weird like the editors messed up...
