Denied Freezable Water Spout

I believe a freezable water spout would make fights more interesting as well as serving some utility use. The move would simply start by the user using water spout and then they go to phasechange and the spout would freeze in place.

This would prevent you having to use torrent to place a ball of ice. It would also stop people from breaking the spout. ​
