Denied Waterbending - Ice Shatters

You know how Airbenders have a wall damage system to deal more damage? How about giving Waterbenders a ice shatter system where you can freeze a ball of ice and then shatter it to deal damage.

Unlike wall damage, anyone can use the ice shatter system, but it would primarily help waterbenders considering there isn't much of a use to freezing a person since they can just hide and heal in there.

This would become over powered very quickly. Locking a person in ice and shattering it to give damage, I can already see it being spammed. But this post did give me an idea (Shattering ice when you collide with it, an addition to Velocity Damage). This is going to be denied for now.
